The WHO programme on HIV is located in the HIV, TB and Malaria Cluster (HTM). The HIV and Hepatitis programme is guided by the Global Health Strategies for HIV and Hepatitis 2016-21. The new strategies are submitted to the Executive Board and World Assembly in respectively January and May 2016 for approval. The goal of the Secretariat’s draft strategy on HIV and Viral Hepatitis is to end the AIDS epidemic as a public health threat by 2030, within the context of ensuring healthy lives and promoting well-being for all at all ages. Furthermore, it is aligned with the 2030 Agenda for Sustainable Development: its focus is on ensuring financial security and health equity through its commitment to universal health coverage.

Within the HIV Department, the consultant will work with the Strategic Information and Planning (SIP) Unit.

Main Tasks:

The contractor is required to provide the following deliverables:

  1. DHIS2 HIV

  2. Field test in line with guidance from WHO-IER and Partners the DHIS2 module in selected sites, and finalize it before wide dissemination and use

Main deliverables: DHIS2 HIV module, field tested in real life conditions and report finalized on Recommendations.

Timeframe, deadline: May-June 2016

  • Draft in line with guidance from WHO-IER a data quality assurance framework for HIV facilities (for the DHIS2 HIV ‘App’)

incorporating feedback from internal and external consultations

  1. Information systems strengthening

  2. Document specific cross-cutting issues for HIV strategic information in cross WHO meetings, for example with the Data Collaborative and DHIS 2

Main deliverables: Concept notes for key meetings (e.g. on Unique Identifiers), track changed comments on WHO Data Collaborative to ensure consistent with module. Draft 3 of DHIS 2 module consistent with Data Collaborative work.

Timeframe, deadline: All year long

The initial contract duration under this RFP is for 120 days but could be extended up to a maximum of 180 days depends on the need of the consultancy work and funding availability.

Key requirements for this consultancy:

Academic qualifications:

Essential: Master’s Degree in Medicine and/or Public health

Work experience:

Essential: At least 10 years of public health work experience of which at least 5 years in strategic information and extensive experience in LMIC and international organizations.

Desirable: At least 10 years’ experience with HIMS

Skills and Competencies

· Good communication and presentation skills

· Demonstrated capacity to write and communicate in English

· Ability to work as part of a team, and high level of interpersonal skills to work with Ministry of Health officials and partners.

Ø Description:

The WHO Programme on HIV is located in the HIV, TB and Malaria Cluster (HTM). The HIV Programme is guided by the Global Health Strategy for HIV 2011-15. Its goals are consistent with getting to zero: UNAIDS Strategy 2011-15 and other international commitments as for example the Millennium Development Goals. The objective of the Department of HIV is to lead an effective, organization wide HIV effort to support member states in the implementation of the strategy. The HIV Department (HIV/HQ) provides technical and strategic leadership in key technical areas, and leverages the capacity of other HQ departments to contribute to the broader HIV Programme.

The HIVDR team is developing the WHO HIVDR Surveillance Report, which will be published at the end of 2016. This report requires the collection of up to date HIVDR and EWI survey data from countries with substantial follow up for the purposes of data cleaning and analysis.

Within the HIV Department, the contractor will work with the Treatment and Care (TAC) Unit. The TAC unit takes the technical leadership on Treatment and Care, the Drug resistance is part of the TAC unit activities.

Specific Objectives and deliverables:

  1. finalise the HIVDR data collection process from countries implementing WHO recommended surveys;

  2. track progress in data submission by preparing and regularly updating the HIVDR intelligence dashboard;

  3. follow up on data verification and conduct data quality assurance for the 2016 HIVDR survey data

  4. support the outline and writing of the HIV DR report

  5. write draft information documents for the HIV DR report launch

  6. support the HIVDR team in the review of country HIVDR survey protocols and implementation plan

  7. support the HIVDR team in the preparation of the Steering Group Meeting and the HIVResNet Meeting

Key requirements for this consultancy:

Education

Essential:

Master in Public Health; Infectious Disease; Epidemiology or other equivalent discipline

Desirable:

Certificate in project management

EXPERIENCE

Essential:

At least 5 years of relevant working experience in strategic information related to international public health; of which at least 2 years in HIV data management.

Desirable:

a) Experience in data verification and quality assurance systems.

b) Experience with HIV drug resistance data

Language:

Essential: Excellent knowledge of written and spoken English

Desirable: Working knowledge of French

SKILLS AND COMPETENCIES:

Planned timelines and working days

The duration of this consultancy is expected to be for 12 months, based on 20 days of work per month. The contract maybe prolonged for another 6 months based on the performance and availability of funds.

Performance monitoring

The work of the contractor will be supervised by the Medical Officer responsible for Drug Resistance activities within TAC unit in the HIV/AIDS Department. The timeframe above includes deliverables against which performance will be monitored on a regular basis.

Location and Travel

The contractual partner is expected to work at WHO/HQ, Geneva, Switzerland. Any duty travel related to this assignment will be organized separately, following the WHO Rules and Regulations on duty travel (not to be included in the proposal budget).

Main Tasks:

  1. Draft regular technical updates for the WHO Key Populations web pages.
  2. Technical review of relevant documents including the finalization of the Drug User Implementation Tool (DUIT).
  3. Prepare documentation for the roll-out and dissemination of Key Population tools and guidance for relevant regional and global events (including the International AIDS Conference, the International Harm reduction Conference, regional key populations meetings, including the African Key Populations Conference, etc.). This will include writing concept notes, agendas, background materials and presentations for events where the regional offices introduce and disseminate the consolidated guidelines, target setting tool and implementation tools on key populations.
  4. Develop an annex to the WHO key populations target setting tool which includes guidance for countries to conduct an analysis of key populations’ access to services along the HIV cascade.
  5. Support piloting of the key population target setting tool and cascade analysis annex in four countries.
  6. Assess availability and effectiveness of peer navigation/case management and other innovative approaches (e.g. financial incentives) for increasing key populations access to HIV testing, treatment and care services. Identify challenges in scale-up of services.
  7. Assess the cost effectiveness of population size estimation exercises for key populations in different settings
  8. Conduct analysis of HIV drug resistance and viral suppression in key populations
  9. Support the development of health care worker’s trainings at country level and update the training manuals (participant and facilitator) and modules. The drafts will be shared and discussed with stakeholders and input will need to be integrated.

Key requirements for this consultancy: Essential Education: Master Degree in Medicine and/or Public Health

Desirable: PhD in Public Health or Epidemiology

Essential Work experience: Minimum of 10 years’ experience in Public Health of which at least 5 years in HIV and three years with Key Populations.

Desirable: Relevant work experience in monitoring and evaluation

Switzerland: Request for Proposal (RFP): WHO estimates for the cascade of care and cure of HBV and HCV infections (2016/HTM/HIV/018)

Description:

WHO is a public international organization, consisting of 194 Member States, and a Specialized Agency of the United Nations with the mandate to act as the directing and coordinating authority on international health work. As such, WHO is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.

WHO’s Global Hepatitis Programme [GHP] has developed a Global Health Sector Strategy [GHSS] on hepatitis that proposes to consider elimination of viral hepatitis as a public health threat by 2030. A monitoring and evaluation framework has been prepared to monitor the progress in achieving the strategy targets that includes 10 core indicators (http://www.who.int/hepatitis/publications/hep-b-c-monitoring-evaluation/en/ ).

Among these 10 core indicators, three address the cascade of diagnosis, care and treatment /cure for hepatitis B virus [HBV] and hepatitis C virus [HCV] infection:

• Number of people living with HCV and/or HBV diagnosed [C.6]

• Treatment, including treatment coverage for persons with chronic HBV infection [C.7 a] and treatment initiation for persons with chronic HCV infection [C.7 b]

• Viral suppression / cure, including viral suppression for persons with chronic HBV under treatment [C.8 a] and cure for persons with chronic HCV infection treated [C.8 b]

Scope of the work to be conducted:

• The call for proposals is for institutions that already reviewed studies reporting information on the cascade of diagnosis, care and treatment or that have access to meta-data from such reviews. It only request additional / incremental work to generate WHO regional and global estimates.

• The scope of this work does not include the conduct of systematic reviews.

Work to be conducted:

WHO requires the successful bidder, the provider, to produce regional and global estimates for the 2015 value of the C.6, C.7 and C.8 core indicators of the Monitoring and Evaluation Framework for hepatitis B and C (http://www.who.int/hepatitis/publications/hep-b-c-monitoring-evaluation/en/ ). This will include:

• Re-analysis of the meta-database to generate regional and global estimates of the cascade of care for HBV infection • Re-analysis of the meta-database to generate regional and global estimates of the cascade of care/ cure for HCV infection

• Report writing

• Submission to peer review

• Revisions

• Submission of a final report

Output / deliverables:

• Five tables and figures to summarize estimates by WHO regions

• Narrative of max 3,000 words, structured as per the Introduction, Methods, Results and Discussion format, with appendices as required

• Meta-database and unlocked programing codes

Department of Health Emergencies (WHE)

Purpose of the Position
The purpose of the position is to direct WHO's Health Emergency Programme in all areas of its work at the regional level. The Regional Emergency Director (RED) will be responsible for ensuring strong WHO management, coordination and leadership of the health response during outbreaks and health emergencies, including acute humanitarian crises, disasters and protracted emergencies. The Regional Emergency Director will also be responsible for ensuring that an effective agenda of Member States preparedness and WHO readiness is implemented across the Region.
Objectives of the Programme and of the immediate Category
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations
The Programme brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities. Description of duties: The Regional Emergency Director will:
Report to his/her respective Regional Director on the oversight and day-to-day management of organizational readiness, Member State preparedness, protracted emergencies (with exceptions as below), grade 1 emergency response activities in their Regions, and grade 2 events when oversight of event management is delegated by the Director General to the Regional Director.
Report to the Executive Director (ExD) of the Programme on issues of policy, strategy, and operational planning related to all Programme activities, management of protracted emergencies where oversight is delegated by DG to ExD and grade 2 response activities when oversight of event management is delegated by the Director General to the ExD.
Guidelines and key documents available include the WHO General Programme of Work, the Programme Budget of the organization, World Health Assembly resolutions, Regional Committee resolutions, WHO's Programme Budget, WHO Financial Rules & Regulations, Accounting Instructions, WHO Manual, Information Circulars, the WHO Emergency Response Framework (ERF), Standard Operating Procedures (SOPs) for WHO' work in emergencies, established financial procedures, practices and standards and guidelines and decisions of the IASC principles.
The incumbent is expected to exercise full judgement in adapting or modifying relevant WHO guidelines and to lead the development of new guidelines to meet particular requirements or changing circumstances.
Assignments will be generated by the incumbent, with guidance on policy aspects and strategic direction provided by the ExD. The incumbent will be expected to provide strong leadership and to collaborate with HQ, Regional and Country Office counterparts in the development and application of global, regional and country level policies and positions. The incumbent must have the capacity to work independently and will have scope to exercise considerable individual professional judgment.
The incumbent will have direct contact with WHO ADGs, Deputy/Assistant Regional Directors, DPMs, WHO Representatives, Regional Advisers, HQ and RO Directors and senior-level technical staff to coordinate and manage relevant activities; Health Cluster partners and other Cluster leads and Coordinators, senior staff of donor agencies; other policy staff and technical staff in partner agencies (both within and outside the UN system), and senior staff of Ministries of Health and related Ministries involved in emergency risk management and response.
Summary of Assigned Duties :
1.Member States preparedness:
Provides technical leadership to Member States in the region to ensure they receive appropriate and timely technical cooperation to strengthen their capacity to reduce the risk of, prepare for and respond to large scale outbreaks and emergencies with health impact.
Oversees monitoring & evaluation of countries capacity to deal with large outbreaks and emergencies, including, and particularly the achievement of, IHR core capacities
Supervises implementation of baseline all-hazards risk assessments and independent assessment of critical preparedness capacities.
Provides authoritative guidance on the development and costing of national health emergencies plans.
2.WHO readiness: provides WR and WHO Country Offices with authoritative guidance on technical oversight & standards on organizational readiness activities, with a focus on high vulnerability countries (e.g. for annual simulations) in his/her region; is responsible for readiness of the Regional Office. Guides WHO Country Offices in high vulnerability countries to build their core response capacities through critical readiness activities.
3.Management of protracted emergencies: advances the application of technical standards and the implementation of the standard minimum package of life-saving and survival interventions, supports the Health Cluster Coordinator in emergency planning, standards, risk assessment and integration.
4.Overall oversight of outbreaks and graded acute emergencies which will be managed through the Incident Management System; has direct supervision of Incident Manager at country and regional level:
Ensures application of established technical guidance & standards and supports the Regional Director in government relations to ensure the effectiveness of the Incident Management System.
Coordinates with the DPM and DAF on the management of regional surge capacity within and beyond the Emergencies Programme.
In case of a multi-region emergency, represents his/her region or designates a team member to do so in coordination meetings with HQ and other Regions.
5.Fosters strong regional emergency-related partnerships: builds and coordinates regional partner networks and coordinates regional response partners during graded & protracted events.
6.Drives and guides resource mobilization activities within the Region, working closely with the RD's, ExD's and HWO's resource mobilization teams.
7.Oversees and ensures rapid and clear information flows with other Regions and HQ.
8.Fosters close-collaborative work with other technical departments, particularly in coordinating an overall strategic and operational approach in protracted emergencies.

9.Supervises joint work plan development, financial and HR planning processes and oversees regional and country work plans, and financial and HR management within his/her authorities.

10.Performs any other relevant duties deriving from the above mentioned responsibilities.

Required Qualifications :

Education: WHO only considers higher educational qualifications obtained from an accredited institution
Essential:
An advanced university degree (Masters level or above) in Medicine, Public Health or a related field.
Desirable

Scope of Work

  • Identify key gaps in uptake and service utilization focusing on root causes of high maternal, infant and under five mortality and morbidity.
  • Lead the development of an initial draft and support process to come to a final draft of the Somali 5-year RMNCAH strategy and action plan.

Purpose of the activity: The purpose of the post is to provide technical support to the Institute of Epidemiology, Disease Control and Research (IEDCR), Directorate General Health Services under Ministry of Health and Family Welfare (DGHS – MOHFW) for smooth implementation of National Avian and Pandemic Preparedness and Response Plan and implementation of International Health Regulations (IHR 2005). Which includes, but not limited to support Regional, National, and Sub-national laboratory strengthening efforts to enhance laboratory capacity for biosurveillance, detection of Public Health Events, support implementation of the national laboratory services policy and strategic plan, coordinate and provide technical support to laboratory partners towards attainment of the laboratory policy objectives; The incumbent is required to be technically independent, and able to work with minimum guidance and certain degree of independence in decision making, with regular contact and coordination with multi – stakeholders, including GoB officials, other UN agencies, Donors, and other International organizations.

Job Description: Under the supervision and general direction of the Team Leader – Health Security and Emergencies, overall supervision of Deputy WHO Representative, and in close collaboration with Regional Advisers, Disease Surveillance and Epidemiology (DSE) and Blood Safety and Lab Technologies (BLT), SEARO, the incumbent will provide technical support to the IECDR and DGHS – MOHFW Bangladesh: As facilitator the incumbent will work in close collaboration with other government counterparts, relevant stakeholders, UN organizations and target institutions for smooth implementation of National Avian and Pandemic Preparedness and Response Plan and International Health Regulations (IHR 2005).   1. Assist the IECDR to establish the Public Health Laboratory Network for Emerging Infectious Diseases (EIDs)

  2. Provide support to the IECDR/DGHS/MOHFW to establish the laboratory diagnosis system of EIDs at Medical College ad District hospitals in order to provide feedback to Public Health Laboratory Network for early warning.

  3. Participate, monitor, and supervise outbreak investigations on Public Health Emergency of International Concern including seasonal, avian, pandemic and any other noble influenza in collaboration with IEDCR,ICDDR,B, USCDC, and DLS and act as a member of the National Rapid Response Team.

  4. Assist National Influenza Centre (NIC)/IECDR in laboratory diagnosis of avian and pandemic influenza and provide feedback to WGO i.e ensure reporting to Flu net/GISRS in timely manner

  5. Assist IECDR to develop SOPs on laboratory diagnosis of EIDs and training on developed SOPs to laboratory personnel of the national and district public health laboratories.

  6. Assist MOHFW to develop Laboratory Strategy on emerging and re-emerging infectious diseases

  7. Maintain liaison with the ICDDR, B, IECDR, DGHS, MOHFW officials in the national level and Civil Surgeones and Upazilla health Staff in the peripheral level for pandemic preparedness and response.

  8. Support the operationalization of an effective and functional laboratory network in the country to support effective patient management, disease surveillance, epidemic investigation, research and other specialized services in line with MOHFW.

  9. Close liaison with other stakeholders/ key partners/other UN agencies and donos agencies like World Bank and USAID.

  10. Support MOHFW to develop/strengthen laboratory safety standards within all laboratories in respect of space, personnel, clients and the community, including the development of laboratory logistics system to ensure that an effective supply chain management system is in place to provide adequate supplies to support uninterrupted delivery of the services.

  11. Support national development of an adequate and skilled human resource to deliver quality laboratory services at all levels.

  12. Support laboratories to participate in relevant health research, assessments, and monitoring and evaluation initiatives to improve patient management, laboratory performance and disease control; including supporting laboratories to detect any emerging or transmitted resistances to patient medications.

Purpose of the Position:

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. Description of duties:
Purpose of the Position:
In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will develop and implement a resource mobilization strategy for the country/incident based on the needs expressed in the incident management plans. To research existing and potential donors; develop proposals, donor briefings, reports and updates; ensuring compliance with WHO and donor requirements. Coordinate the overall and day-to-day activities to secure rapid and sustainable funding for the effective implementation of the incident management operations and ensure accurate, timely reporting.
Summary of Assigned Duties:
During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.
1.Develop a resource mobilization plan for the incident management system based on existing and potential donors and fundraising mechanisms. In coordination with relevant technical officers, develop a "Donor brief and funding request" and other WHO and UN appeal documents based on WHO's strategy; to be used as an advocacy tool.
2.In close coordination with project management and planning officers, manage the overall and day to-day activities related to mobilization of resources, monitoring and tracking funding needs and gaps.
3.Liaise with HQ on the required legal and financial clearances and engagement with donors whose agreements are managed by HQ e.g. CERF, DFID, ECHO, and OFDA/USAID, etc.
4.In coordination with relevant technical officers at the three levels of the organization, develop specific project proposals in compliance with both WHO and donor requirements.
5.Research the interests and application requirements of the main donors and other sources of funding to the country. Provide technical advice to the Incident Manager and HCO on opportunities.
6.Identify and partner with main humanitarian donors to the country (in consultation with HQ and Regional Office resource mobilization teams). Represent the WHO incident management team at donor coordination meetings; proactively contribute in negotiations for rapid donor agreements.
7.Establish and manage a network of donor contacts, track proposals submitted, funds pledged/received and donor agreement implementation requirements (implementation deadlines, earmarking for specific activities, visibility requests, reporting, etc.). Liaise with technical officers, budget and planning staff to ensure that allocation of funds is in compliance with donor requirements.
8.Report on expected results and resource mobilization activities in compliance with related documents to be disseminated among donors, and draft specific reports to donors as stated in legal agreements.
9.Liaise with the local representatives of OCHA or other coordination agencies in the country to ensure that WHO information and updates are adequately captured in the respective situation reports, donor briefs and other relevant documents.
10.In coordination with the Communication and Advocacy Officer, effectively utilize the communication products and advocacy material in convincing and encouraging donors to fund the overall health sector response to affected populations. If required, research, write and edit information materials in support to resource mobilization activities, including success stories.
11.Perform any other incident-specific related duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS Education:
Essential:
Advanced university degree (Masters level or above) in social sciences, international relations, political sciences, business, communications, marketing, management or economics from an accredited/recognized institute.

Description of duties:
Under the direct supervision of WHO Representative for Bangladesh and in close technical and administrative collaboration with the concerned Regional Advisers, of Communicable Diseases and other relevant departments at WHO/SEARO, the incumbent will carry out the following duties:

  1. Provide technical advice to the MoHFW in planning, implementing, monitoring and evaluating activities for prevention and control of communicable diseases.
  2. Lead planning, implementation and monitoring of CDS Programme of category 1 of WHO collaborative workplans.

Description of duties:

Objective:

The objective of the consultancy is to support robust management of data sets related to strategic information and drug and diagnostics pricing and procurement, analysis, validation and ensuring these are made available transparently through country intelligence and in the WHO systems.

Main Tasks:

Management of data includes but is not limited to the following:

  1. Support the databases and data management systems on HIV strategic information and HIV and Hepatitis drugs and diagnostics procurement information

As the global response to HIV strives to improve the continuum of HIV care in low and middle income countries, synthesis of evidence from a diverse and enlarging pool of interventions targeting this cascade is urgently needed. Traditional evidence synthesis through paper-based and peer-reviewed systematic reviews and meta-analyses often emerge months and sometimes years after primary data are published and may also fail to capture very recent data. Furthermore, traditional reviews are also fixed with respect to strategic choices about the framing of the review question as well as technical specifications such as inclusion criteria and weighting – which may change as new data emerge. In short, evidence synthesis must be more nimble and quick to optimize its value. To catalyse the synthesis and use of evidence in the rapidly evolving field of implementation science to address HIV, WHO is seeking to develop an open-access “living database” of implementation interventions and which can yield “living meta-analyses” continuously and in real time on the internet on a variety of interventions and cascade targets.

The contractor will assist WHO/HIV-TAC with Technical expert support to WHO’s work on developing an open access web-based database of implementation interventions. The activity coordination will be done through a project steering committee, under the supervision of the HIV Treatment and Care Unit of the HIV/AIDS department.

The expert provider shall be an institution operating in the field of public health, with proven expertise in the area of Implementation Science Research specifically as related to the HIV Cascade of Care.

Main Tasks:

The key steps that are envisaged in the development of the living database are as follows:

Project summary:

Over the years, WHO and partners have published various guiding documents which have relevance for the use of strategic information for the health sector response. Some documents need to be updated or complemented with additional information, from country experience, and with supporting tools, to be used in countries.

The release of WHO’s Consolidated Guidelines on Strategic Information (SI) for the HIV health sector response” in 2015 was a good time to strengthen tools and guidance to better support countries in patient and case reporting and provide tools to support the monitoring of the cascade of HIV health sector services. The Consolidated Strategic Information Guide supports consistent data at each stage of the services cascade linked to impact, and to support the 90, 90, 90 goals for HIV.

This consolidated SI guide helps programme managers to assess the effectiveness of interventions and linkages between services along the cascade of treatment and care for HIV, to support cascade analysis linked to impact, and to promote updated patient and case based reporting to support this. To support countries in implementing the new strategic information framework and HIV prevention and treatment recommendations, WHO HIV Department is producing updated consolidated guidance for HIV patient monitoring, case base surveillance and unique identifier. The release is planned for April 2017.

At all levels - facility, district and national - quality patient data that are linked to individual care

  • provide the basis for monitoring patient progress and the effectiveness and impact of health services along the cascade of HIV testing, prevention, treatment and care, and for monitoring progress against national and global HIV indicators and targets, including the 90-90-90 targets.
  • are essential to ensure that people receive and are linked to the services they need in a timely manner, are retained in care over the long-term, and achieve good treatment outcomes, including viral suppression.
  • are essential for monitoring the state of the epidemic and the impact of the response, as well as for improving HIV program quality and ensuring effective planning and allocation of resources.

Objective:

The expert provider will assist WHO/HIV-SIP with Technical expert support to WHO’s work on improving Case Based Surveillance and Patient Monitoring Systems.

The expert provider shall be a for profit or not for profit institution, or an individual consultant, operating in the field of public health, with proven expertise in Health Information Systems, (Case based surveillance, patient monitoring systems and unique identifiers).

Main Tasks:

The key specific activities that are envisaged, for the first year only, in support to WHO’s work on improving Case Based Surveillance and Patient Monitoring Systems are as follows:

  1. Best practice review and consolidated landscape analysis on existing HIV PM, CS and UI, with gaps and initial priorities

  2. Production of technical and dissemination materials on WHO consolidated PM&Cs and unique identifier and support to dissemination meetings

  3. Establish pool of experts to produce technical support to four countries on PM&CB and UI

  4. Convening countries and partners for scaling up PMS and UI, adopting country plans with technical options and consolidated technical support for scaling up PMS and UI

  5. Define and collaborate on data use projects in the four countries and show programme improvements e.g. toxicity monitoring (Malawi), improved retention (Zimbabwe), use of DHIS2 patient tracker for facility decisions (Tanzania), improved LTF (Western Cape)

  6. Create a community of practice among countries and partners

Purpose of the Consultancy

The purpose of this consultancy is to provide external technical support to the development of country profiles on household energy and public health with regards to the development of surveys and tools, the collection of data and the preparation and production of technical reports.

Background

The purpose of this project is the preparation of country profiles for four countries (India, Ghana, Kenya, Peru) at different stages in addressing the household energy and public health issue, using a combination of desk-based assessments, as well as country level data collection and interviews. Each country profile will summarize the current household energy situation the given country context and its associated health and climate impacts; map out all the polices to date for household energy; evaluate the socioeconomic and cultural factors associated with household energy use; assess national-level monitoring of household energy; and outline some key roles that the health sector may contribute to household energy policies and programmes.

Work to be performed

The Consultant will be expected to follow up on the various activities related to the data collection and management phases of the development of country profiles. He/she will provide technical project support to the development of templates, reports for country profile development.

In addition, the consultant will be expected to support effective communication of country-specific highlights and lessons learned to the donor and partner organizations. He/she will logistically support the planning and execution of country field visits, as well as the development of regular progress and final reports to the donor.

Specific requirements

  • Qualifications required:

University degree in social or political sciences, development studies or public health.

  • Experience required:

Minimum of 5 years of work experience in development or environmental public health project management, 3 out of which need to be at the international level. Work experience in one of the four focal countries of this project would be an asset.

Objective: The contractor will assist the Global Hepatitis Programme (GHP) with technical expertise and project management skills to deliver treatment to persons with HIV co-infection to support the implementation of project activities related to better, more effective and more affordable diagnostics, and service delivery approaches.

The activity coordination will be done under the supervision of the GHP team lead and the contractor will report to the weekly management meetings of the unit.

Main Tasks:

  1. Elaborate a detailed operational plan for the 2017 activities on diagnostics and service delivery under the various grants and monitor implementation of activities and budget.
  2. Support the technical assistance provision to UNITAID funded projects as implementation-science projects need to be technically analysed and results incorporated in appropriate WHO guidelines. This activity will result in reports on affordable, fit for purpose diagnostics and simplify the HCV diagnostic pathway.
  3. Conducting systematic reviews and data synthesis, focusing on review of data generated by UNITAID-funded projects for future WHO HCV diagnostics, treatment, implementation guidance and toolkits.
  4. Support the pre-qualification process of diagnostic tests.
  5. Conduct a literature review and document best practices on service-delivery approaches to diagnose HCV infection and deliver HCV treatment to persons with HIV co-infection in low and middle-income countries (LMIC).
  6. Support GHP in convening a group of implementation experts on hepatitis service delivery to reach consensus on implementation science research gaps.
  7. Support the annual meeting with diagnostics companies and generic drug manufacturers.
  8. Propose a mechanism to monitor the implementation of guidance to identified focus/early adopter countries to enable adoption of existing WHO recommendations. Compile best estimates of the key indicators of the cascade of testing, care and treatment (core indicators C2, C6, C7 and C8) in the focus countries (attach).
  9. Draft six-monthly UNITAID grant reports.
  10. Conduct technical assistance missions and support national stakeholder and partner meetings in focus countries for the UNITAID projects.

Key requirements for this consultancy:

Essential Work experience: Seven years of relevant work experience in communicable disease programme at international and national level in low and middle income countries, of which at least three years in viral hepatitis.
